【摘要】
|
此數則批答，是對當時任「正議大夫同知樞密院事」的安燾想要調任為地方官的回覆。在中央政府內任官的人，如果要辭官，或調任為地方官，要上公文給皇帝，請皇帝批示，皇帝在看過公文之後，會有允許或不允許等的意見，而定出意見後，回覆的公文，便交由翰林學士來寫，所以翰林學士便根據皇帝的決定來回覆的公文。由於安燾是位能臣，也是位好官，因此皇帝不允許他調任方地，東坡便根據這樣的意見來回覆，文中對安燾極盡讚美，也說政府正是要用人的時候，不可以輕易要求去地方任官。但是安燾畢竟對政府之中，不停勾心鬥角之事感到厭煩，所以要求調任的公文上呈了許多次，不過，得到的答覆都是不可以。 |

【賞析】
|
正議大夫，文散官名。北宋元豐年間改制用以代六部侍郎。後定為文官第八階。樞密院，官署名。宋代時，主要管理軍事機密及邊防等事，與中書省並稱「二府」同為最高國務機關。所以安燾身為文官的正議代夫，但是因為是「同知」樞密院事，意即他有參與樞密院一切事務的權限，在政府中有很高的權力。 |

Inside Story This was a document the emperor replied to Anhsi who was a competent government officer. He wanted to transfer to a local-leveled government. The emperor gave him lots of compliments in the letter and emphasized that the imperial government needed capable officers now and it was difficult to let Anhsi transfer to a local government. However, Anhsi was tired of the intrigue going on in the government and he had forwarded his request of transfer several times, but his request was not granted.
